Why was New Jersey formed in colonial time?

The land of the New Netherland was granted to James the Duke of York in 1664. He in turn granted land to two of his friends, Sir George Carteret and Lord Berkeley. To grow the colony these two friends offered settlers the opportunity to gain freedom of religion and a representative government. This brought in many Quakers that purchased the land. In 1702 East and West Jersey were formed. Eventually the two would join and become known as New Jersey.
