The first entity to use the Italian tricolour was the Cispadane Republic in 1917. This happened after Napoleon's army successfully crossed Italy. At this time, small republics of Jacobin inspiration succeeded absolute states and with different varitants of colour. The flags were known for their three bands of equal size, which were inspired by the French model of 1790. Colors were chosen by the Republic and were either red or white. The colours of the flag of Milan including green.

Well, a white flag is known for a state of surrender. Italy is supposedly a 'wimp' (the 'he' part in 'He'talia) and they show that part off more with italy waving a white flag in surrender all the time.
