They're an independent courier company separate from the Post Office; you can send packages or letters through them by visiting a UPS drop off location or calling to arrange a pickup. If you ship a lot of packages, you can arrange a scheduled pickup. If you ship a whole lot of packages, they'll basically drop off a semitrailer for you to fill and then pick that up on a regular basis instead of coming in with a hand truck.
