Primary education in Texas is divided between 1,000 school districts which are independent of any municipal governments. The boundaries of these school districts often overlap between separate counties and cities and can impose taxes separate from any other state and local taxes. These districts are overseen by the Texas Education Agency, which focuses on improving low performance districts. There are an additional 36 public universities located in Texas. The state imposes its own test, the Texas Assessment of Knowledge and Skills to measure the progress made by students in various educational areas.
