A democratic government has to satisfy 4 conditions: unbroken writ of a durable constitution, by-and-large free and fair elections, smooth transition of governments, and most importantly Civilian rule.
1. Three constitutions have been drafted since 1947 in Pakistan.
2. Three times, the military of Pakistan has taken over the government - 1958, 1977, 1999.
3. In the history of Pakistan, there was never a time when a civilian government completed its full term, held elections and transferred power.
This is the fourth time, democracy is being tried: 1956, 1972, 1988, 2008. My best wishes to Pakistanis, that this time, it holds.
