The Ixtoc-1 well, in 1979, resulted in 10,000 to 30,000 barrels of oil to flow in the Gulf of Mexico, 600 miles from southern part of Texas. Oil washed up on Texas beaches and undoubted caused environmental damage as well as having an economic impact on the area. However, Pemex, the owners of the well, is a Mexican national oil company, and claimed sovereign immunity against any compensation.
The oil when it washed up was very weathered and tar like. It was not difficult to pick up (or roll up) from the beach.
