Feudalism created a small class of immensely rich landlords (barons, counts, earls ....) who had little to do with their time except carry on wars with their immediate neighbours.
But the much larger class of serfs (farming slaves) were mainly tied down to their smallholdings and unable to afford weapons or the time to join armies.
So Feudalism tended to foster many small-scale local wars among rival landowners, while largely preventing the large-scale regional or national wars which would not really become commonplace until after the Renaissance.
