Nunavut is not a province in Canada. It is one of three territories. It became a territory on April 1, 1999 when it split from the Northwest Territories, though the decision to become a separate territory, and boundaries were determined in the mid 90's. Nunavut was generally accepted as a location from the time around when the boundaries were set, even though it didn't gain official status until 1999. There was a lot of talk over whether Nunavut should be created as a Territory or a Province in the mid 90's. It is my understanding that it was created as a territory with the intention of one day becoming a province.
