You can do lots of things as long as you take responsibility for what you are doing. Buying raw milk means that you have to know the source.....if the cows are very clean, free of infection and that they have had their utters cleaned very carefully before milking. Raw means that the milk has not been pasturized, so that any bacteria in the milk, you will be ingesting. Ever heard of E. Coli? Potentially deadly stuff. So it all depends on your source and how much you trust them.
If you question is, "Will I be arrested for buying raw milk, like what happened in California recently when the policed came with guns to shut down a raw milk store (I'm not kidding!)?" Probably nothing to worry about in Panama. They have bigger criminals to catch.
you cannot sell raw milk unless you mean powdered milk.
