As soon as the wings are feathered and they are trying to fly. It's just dead feather so it really doesn't matter.

They can dislike any bird kept with them. Me and my friend just got two new parakeets yesterday.(there kept at his house) and my parakeet is older and his is to young to know how old it is and they get along pretty well. today mine was licking the baby's toes
they can be young or old when their wings appear.
They will try around 3-5 weeks. Ours were right around four weeks when they started. Be careful though, they will fly into walls and windows, keep the toilet closed and the sink empty. At 8 weeks they are still very klutzy.
It depends, if they r both females, no unless its the babies mother and yes if they are both male or if one is male and the other is female. But sometimes parakeets only like the parakeets they think are pretty so its kind of anonymous.

Sometimes it takes a while. You have to keep trying. Some parakeets never get trained to hop on your finger. They were either too old when they were purchased or they just don't like people.
