At the very least it meets the HTA definition of a motor vehicle (look at section 1) but does not meet the federal requirement for safety, so it cannot be plated etc. You cannot drive it lawfully on the road without plates etc. Perhaps a bit of a catch 22, but it is safety related issue and your charges could range from driving without plates or seat-belts (simple tickets with fines, still costly) to a operating a motor vehicle without insurance ( a court summons with a fine of $5000.)
