Yes, of course it can. A queen is only slightly bigger than a full so you will have lots of blanket. If you are sleeping with a partner, you'll never have to fight over who has more blanket again! Some people actually prefer to buy queen comforters for full mattresses and king comforters for queen mattresses. It's all a matter of preference.
