You usually won't be able to find patterns for purchase that are specific to cosplay. Most people either end up finding a clothing pattern that is similar to what they need to make, and modifying it. Or they draft their own pattern.

i would suggest checking amazon or eBay, and if you don't find it, google/Bing cosplay supply websites. most cosplay you can't buy at stores unless you have a local cosplay shop.
No there isn't one. But you could just find a regular coffee shop and start meeting there in cosplay with your friends. In time, it might become a cosplay cafe :)
No where. You either need to find a commercial pattern and alter it, or learn how to draft/drape your own pattern.Look at the forums at cosplay.com (or another website like that), and you should be able to find plenty of tips from other cosplayers.
