Krylon makes a good paint that is specifically designed to work on plastic. To be honest, I wouldn't do it. The paint will hardly stick on the areas that are not fit together, and the areas that have to fit together will not fit because the paint will make them too large or too small...also the paint will definitely come off when the pieces are fit together.
Find tutorials about modelling first. After learning about the modelling process use the techniques you have gained to make the Bionicle pieces and then you will have a Bionicle.
Use your imagination. Try looking at other people's Bionicles for ideas. Think about how you could use Bionicle pieces to take on the form of Mario. Good luck.

For BIONICLE MoCers who do buy pieces (not including the ones from sets), usually get them in garage sales, from eBay, etc. You can also order some collectables of the LEGO.com shop.
In the LEGO BIONICLE Karzahni set (set # 8940), there are 373 pieces. This does not include any spare parts that may very well come with the set!

Bionicle Stars are the new 2010 Bionicle Sets that are Agori size and will use newer pieces for body, limbs, and weapons. The sets are Tahu, Takunuva, a Skrall, Gresh, a Rahkshi, and a Piraka. Each set will have a gold part that can go on the Tahu set for extra armor.

The best paint to use on small wooden pieces, such as train track pieces would be acrylic paint. To keep paint resistant from water, weathering, and sunlight apply a coat of clear sealant.
