The rarest card is the Prerelease Raichu. When the company was putting the little "Prerelease" stamp on the Holo Jungle Clefables (Also fairly rare) they accidentally stuck in about 8 Holo Raichus from the base set. Once the error was discovered, the Raichus were removed and given to Nintendo executives. No one else has obtained these cards, and for years they even denied the existence of them.

Of the cards that are obtainable, the rarest are probably the other prerelase cards (All with that stamp) the black star promo cards, and special releases like the Southern Island Set, the Pikachu World Set, the E3 Pikachus, and Imakuni's Doduo.

There's also a trainer card called Tropical Wind that was given out as a promo for various tournaments. The card itself isn't too rare, but the ones that have a stamp reading "Staff" "Semi-Finals" etc. are pretty hard to obtain. There was a contest a long time ago asking people to design their own Pokemon card. The 6winners were give a card called the Pikachu Illustrator. The text says something along the lines of "For recognition of being an excellent Illustrator" and has no actual effect (so it can't be used in battles) but it's still very rare. Probably second, only to the Prerelease Raichu.

i dont think this is the rarest but there's a haxorus with the move strike of the champion that k.o team plasma pokemon, thats why this guys my partner
