Dwarves, Goliaths, Half-orcs, Dragonborn, and Warforged are all very good choices. Each has their upsides, so choose based on personal preference:
My own personal opinion is that Elves are the best race, followed by Half-Elf, then human. Elves just have a better chance to move silently, hide without being seen, hear things and see things over other "standard" races. I suppose Orcs and Half-Orcs would also be good, though intelligence may hamper those choices.
In 4th edition Dungeons and Dragons there is a humanoid race called: Dragonborn which are scaly and bipedal and can blast enemies with an elemental breath weapon.
A Ghulra is the marking of individuality of a Warforged's head in the game: Dungeons and Dragons. You may find this race in the "Ebberon Player's Guide.
Purchase Wizards of the Coast's fourth edition Dungeons & Dragons Player's Handbook from a local book store or hobby store. Alternatively, you'll be able to buy it at a better price from an online retailer, such as Amazon.com or CoolStuffInc.com. The book is very well written, and will best guide you through the character creation process. By "dragon character," I assume you mean character of the Dragonborne race. The rules for creating a Dragonborne character are in the Player's Handbook, as well.
You must earn 400 favor points on a single server. Then you unlock Drow ONLY on that server. You can get 400 favor on every server to have it completely unlocked.
Depends how you're going to play the game. For example, If you want your custom to be the Tank for the group, go for a race with the warrior avaidable - probably dwarf since they have better defence.
