It is nearly impossible to answer this question. In Germany, the density of population is VERY high compared to the USA and there are many industrial cities. The most famous industrial district is the Ruhrgebiet, consisting of many (quite large) cities like Dortmund, Essen, Bochum, Gelsenkirchen, Duisburg etc.
Bombing the German cities was killing civilians. Many people believed this was wrong and that aerial attacks should be targeted at industrial and military facilities.
