Good Necrons could mean many things: good Necron units, good Necron army lists or good Necron players. For all of these the answer, according to my experience, is yes. Each unit is good in its own right. They have the single most powerful regular model: the Nightbringer and the most resilient regular vehicle, the Monolith. All of the models have the capability to have a good win record. It still comes down to dice rolls and tactics.
The Nightbringer hands down. The imperial guardsman is just an average soldier, with minimal equipment, where as the Nightbringer is a god, with tremendous power. It's no contest.

A Necron Warrior is about two inches tall, depending on how hunched over it is modeled. Warriors whose legs are straightened are a bit taller.

There's no such thing as the best army.
A typical Necron Destroyer is 50 points. With upgrades it may vary.
You can defeat the Necrons as eldar if you send in Taldeer with many Fire Dragons to use the bomb, make sure Taldeer has a bodyguard.
