The Roman Empire started in the Italian Peninsula. It began in a time of warfare. Its neighbors constantly sent armies to fight against it. Gradually, Rome captured Italy. An army from Gaul sacked Rome and Rome sent armies outside of Italy. A large empire centered in the North African city of Carthage sent armies to fight against Rome. After several wars Rome conquered Carthage and its empire. So Rome fought to survive and conquered its enemies. When Rome captured Carthage, it took over that empire and ruled most of the Mediterranean. Rome took over the rest of the of the Mediterranean by conquering Egypt and Greece.
