It doesn't decrease, it increases. It only apears to decrease because the lower course of a river is smoother. Because of waterfalls etc in the upper course, it appears to be going quicker when actually obstructions, although creating a splash, decrease spped.

It doesn't necessarily. But the reason would be because rivers are born in mountainous area, where it is natural to have steep gradient. In downstream, where river flows through plains or deltas it naturally has flatter gradient

It decreases downstream due to the river approaching sea level. Since there is less gravitational energy causing vertical erosion more later erosion through abrasion occurs. And therefore the gradient decreases.
