Napoleon approached the US with regards to selling New Orleans and French territory to the northwest. He needed funds for wars in Europe and also, he believed that he could not defend New Orleans. Rather than allow Britain to take control there he offered the "Louisiana Purchase" lands to the US.
With the colonies expanding their frontiers to the west, the Mississippi (along with the Ohio) became an important trade route between the colonies, and with the rest of the world. When France ceded western Louisiana to Spain in 1783, the Spanish controlled New Orleans and the lower river. Although they only briefly restricted its use by US colonists (1798-1801), it was enough to compel Jefferson to prevent a repetition.
