This question cannot be answered simply. There was said to be 4 made for filming.
There would be The main hero prop said to be purchased By George Holmes in 2009 from Fox archives. This has yet to be confirmed. If it isn't true than it is locked up in a vault in fox archives.
Then you have the J Peterman style Heart of the ocean that was created for filming but only used for test shots. It's location is currently unknown.
Next there is the Heart of the Ocean that was platinum set with a 171-carat Heart shaped Ceylon Sapphire surrounded by 103 diamonds. This was sold to a wealthy Aspery & Garrard (Creators of the necklaces) client with the condition that Celine Dion would wear it to the Oscars while singing My Heart Will Go On. Later that night Celine Dion's husband had bought it for her after her performance.
And the fourth. Supposedly A man from London (I will not say his name) is rumored to have the fourth. He says that he has a letter from 20th century fox signed by James Cameron stating that is was one of the 4 made for filming.
But If the one Celine wore to the Oscars wasn't used on screen, then that leaves one screen used necklace unaccounted for. That necklace is most likely in the Fox Archives as well. Hop I helped! :)
Who Owns My Heart was created on 2010-10-22.

The Pacific Ocean is not owned by any person or nation. Several nations have territory within the Pacific Ocean, but the majority of it is not "owned".
If you mean the "Heart of the Ocean" necklace, once owned by Kate Florence Phillips, for a time it was shown in a Titanic display in Belfast before allegedly being sold to a female in Florida.
As of right now, the owner of the Yacht Ocean Victory has not been revealed to the general public.
