∙ 11y agoThe person doing it, I suppose. Don't expect it to work. The chances are that anyone doing this has all the necessary permits to do so legally, and it's extremely unlikely that they're going to say "Oh, you mean you don't like it? Well shoot, guess I'll just throw those millions of dollars I've already spent away then, just so you'll be happy."

That would depend on where the wetlands were located. At the head of the stream(s) somewhere in the middle or at the terminus.
