It was once under the ocean, and the water eroded pieces off of it. When the Delicate Arch finally rose from the water, it was an arch.
The Delicate Arch was formed from wind and water erosion. The arch started out as a solid wall, then was eroded by the water and wind and it created a hole. As this continued for millions of years, the hole expanded and now we have The Delicate Arch.
