In the years prior to World War II, Japan justified its expansionist policies in two ways. First, it considered itself to be a superior culture: superior cultures deserve to dominate other cultures and social groups in its vicinity. Second, it consciously sought to achieve parity with, then superiority over, western powers, which at that time were more dominant in the world community. As part of this "equalizing" goal, it sought to gather non-western nations under its imperial rule.
