The Great Salt Lake is so salty because it does not have an outlet and rivers are constantly bringing small amounts of salt. The water in the lake evaporates and leaves the salt behind to accumulate.

It varies, from a low of about 5% to a maximum of around 27%. For comparison, the world's oceans average about 3.5%.

And for the record, the Great Salt Lake is not the saltiest body of water in the world; that would be Don Juan Pond in Antarctica, with a salinity of over 40%.
