Two parts to the story. There is one big dome that is rounded and called "Capitol Dome" because it looks like the rotunda on the US Capitol. The "Reef" part of the name comes from the nautical term for a barrier that cannot be crossed; in this case the geography of a monocline makes it impossible to pass from one side to the other.
