If they fail to comply or start up again , you go back and say " I'm sorry to have to ask you again , but will you PLEASE keep the noise down ? '. If they still fail to comply , then it's time to involve an apt manager or the police. Best to have someone with you at all times so you have a witness or assistance if needed.

You have to live beside them for a long time, unless you are a student and planning to move out soon why get them upset. Tone down the music to an acceptable level and keep the party under control. The police are there to Keep the peace and if you are disturbing the peace of your neighbors the police will fine you. Getting kicked out of the place you are living in has an effect on you when you seek out other dwellings. Landlords do not want trouble makers and a background check is becoming a normal part of renting.

The neighbors are told abc will put them up in a hotel, otherwise, they are stuck to deal with the noise, intrusion and aggravation of these fiascos. Granted, one family wins out but, the neighbors pay a big price. Don't expect your local government or the folks from ABC to give a darn if you have pets that a hotel won't take or work from home...they don't make any particular effort to keep the noise from beeping trucks, or to stop the curious from parking any where they darned please. It was a huge hassle when that house was built in our neighborhood in Kirkland, WA.
