Yes it freezes. As a 7 years old in 1943 ( or 1944 not sure of the year) I was on my grandfathers farm on the bank of the Danube. I froze completely for almost a month. Farm was about 20k north of Belgrade. Ice was so thick that horse drawn carriage were able to cross. Than one night there was an almighty bang. Ice was breaking and started moving slowly. To my memory it took a couple of weeks for river to clear of ice.
It depends on where. The Delaware River is long. Running from 42° North Latitude down to 39°. It's common in January to see ice on the river from the falls at Trenton northward. It's much less common the further south you go.
