This is from the TSA website: Common Lighters - Lighters without fuel are permitted in checked baggage. Lighters with fuel are prohibited in checked baggage, unless they adhere to the Department of Transportation (DOT) exemption, which allows up to two fueled lighters if properly enclosed in a DOT approved case. If you are uncertain as to whether your lighter is prohibited, please leave it at home. Torch Lighters - Torch lighters create a thin, needle-like flame that is hotter (reaching 2,500 degrees Fahrenheit) and more intense than those from common lighters. Torch lighters are often used for pipes and cigars, and maintain a consistent stream of air-propelled fire regardless of the angle at which it is held. Torch lighters continue to be banned.

Not on an airplane. Buy a cheapie, toss it in the trash on the way in, and get another at your destination. Be aware that lighters stowed in checked baggage may leak fluid, if they are that type.

Rule #1: Only 1 (ONE, UNO, ICHI, YI) Any other languages your on your own. Fueled (Zippo Wick Type) Lighter Is allowed in your carry on. Rule #2: You are allowed up to 2 (TWO, DOS, NI, ER) Fueled Zippo Wick Type lighters in your checked baggage as long as they are sealed in a U.S. Department of Transportation approved Storage case. You are allowed to bring one common lighter in your carry-on baggage. http://www.tsa.gov/travelers/airtravel/assistant/editorial_multi_image_with_table_0099.shtm
you can carry it if it is not flammable because if you put it inside and it presses itself it better be inflammable or else it will burn
No it to easy to make a bomb out of a lighter because it has fuel inside of it which can be dangerous to people on board but on some first class flights they provide lighters and cigarettes.
