Yes and no. It's impossible for someone to swallow a pouch unless they are stupid. You also do not get any fiberglass in your jaw and even if you do, it wont hurt as bad as doing it plain. On the other hand, it is unsafe because, just as every other tobacco product in this world, it causes cancer but i am sure that you already know that.
I have not done any research, but personally I feel when I chew a can of pouches, my lip and gums feel much more fresh and less wrinkly than they do after a can of long cut. in the long run i think you could avoid side affects for longer if you chew pouches rather than the good stuff, but you will have to sacrifice the spirit of raw chewing tobacco...

It depends on what type you are using. Fine cut quicker than longcut. Pouches don't really ever bother you.
Skoal is dip, or chew. If you are referring to something like beechnut or redman, actual chewing tobaccos, it's not really safer, just used a little differently. Some might say that chewing tobacco is a little less harse than dip.
