The upside down red arrow means the torrent is downloading, but there is a tracker erro. This could be an issue with the tracker itself, but usually is due to the uTorrent network connection not being cleared. A firewall, software or hardware (router), will block uTorrent communications (as they should) unless an exception is made for uTorrent. You can turn right on a red light and a left red arrow. If there is a sign that says "no right turn on red" or it's a right red arrow, you can't turn right.

If the green arrow shows for the direction you want to turn then you obey the green arrow, the red light is for all other traffic. The green arrow basically overrules the red light for the direction of the arrow.

I spoke to my Local Pd dept. They said a arrow tells you what to do and when to do it.If it is red,thats means don't turn in that direction.
A red arrow means that there is an issue with a tracker on that file. The Swedish authorities closed down The Pirate Bay the other day and I use them as a tracker to legally share music I have produced or created. Now all my shared files have a red arrow. They still work, because I use multiple trackers, but it is just an indicator that something is wrong. I guess I'll have to recreate my torrents using different trackers and upload them again. Check your tracker list and see if any say "tracker closed by peer" and you will know that this is what is happening.
That is a definite NO! The red arrow indicates that it is a left turn only light. If it's red, then you can't go.
I can find no mention of a town called Red Arrow. Perhaps you are thinking of Red Rod or Stick? This town is Baton Rouge in Louisianna.
