In a word, No. The sonic benefits of so called high- end cables is greatly overstated,and this is true of interconnects and speaker cable too. For Hi-Fi dealers,they are high profit margin items.A mid priced audio amp comes with a power cable that is more than ample.
Comcast offers a deal for 29.99 a month for the first year. CT's deal is 39.95 for the first year so at least for the first year Comcast is cheaper. After the first year I am not sure, but I would THINK if the intro offer is cheaper at Comcast then the post trail amount is also cheaper.
Some of the best cable television companies would be Dish Network and also Comcast. You should look out for promotions that come out every so often. Comcast has great deals.

Comcast works just fine I don't know why they told you they can't. Comcast uses cable wiring not a satellite for digital cable so it doesn't matter which way your apt is facing. Direct tv on the other hand does use a satellite so they would not work. A company called time warner cable is also a possibility.
