You didn't mention what kind of tank this is. I will assume it is a bladder tank. Sta-Rite bladder tanks would do this. It's probably something to do with the bladder trapping air pockets while it is emptying. These tanks were sold under many names. Con Aire, Flotec, Pro Source and others I'm sure. If you have one of these, it's probably what I described above.
