States add new area codes because the existing area codes are about to run out of blocks of numbers to assign for new customers.

For example, the state of West Virginia was running out of blocks of numbers in area code 304, so they added area code 681 as an overlay. When area code 602 did not have enough number blocks for the whole Phoenix metro area, the state of Arizona split it into three, with new area codes 480 and 623 added for the east and west while the middle kept 602.
