"Give a man a fish, you feed him for the day; teach him how to fish, you feed him for a lifetime". This is an Eastern proverbs and Covey uses this when he explains the Principles Govern concept. The point is, when you teach someone a practice, always try to teach the principle which underlies it. Because the situation may change the practice no longer applies.
