I you look up at the top right of the internet explorer page there is a little icon under the name 'Tools', if you click on this icon a little bar will fall down, if you go to the very last one which is 'Internet Options', a task bar will pop up in the center of your page, with this task bar you will be able to adjust the security, privacy, programs, and general Internet settings.
To setup Internet options you first need to go to the settings which can be found from control panel or from Internet Explorer. There you can change settings for the internet such as cookies, connection settings, and security.
Go to Settings>Network Settings>Internet Connection Settings make sure your either connected to Ethernet or wifi.
You can delete the internet connection settings in the Nintendo 3DS System Settings.
