This is actually really complicated. The short answer is that New York City has six area codes: 212, 718, 646, 917, 347 and 929. All of these area codes can be assigned to both cell phones and landlines.
The original area code for all five boroughs (Manhattan, Brooklyn, Queens, the Bronx and Staten Island) was 212. Then the 212 area code was limited to just Manhattan, and 718 became the new area code for the other four boroughs.
When cell phones came along, 917 was the original cell phone area code for all the five boroughs. However, nowadays, the 917 area code can also be assigned to a Manhattan landline, since 212 numbers are so hard to come by. Additionally, Manhattan cell phones can have the 212 area code as well. I had a friend who had a cell phone with the 212 area code.
The 646 area code was added in 1999 for Manhattan cell phones, however, nowadays it can be assigned to Manhattan landlines as well. Later in 1999, the 347 area code was added for landlines AND cell phones in the other four boroughs.
The 929 area code is the newest one, added in 2011. The 929 code is for landlines and cell phones in the other four boroughs (all but Manhattan).
Additionally, nowadays cell phones from all five boroughs can have the 718 area code.
So basically, a Manhattan cell phone could have the 212, 646, 917 or 718 area code, and Brooklyn, Queens, Staten Island and Bronx cell phones could have the 917, 347, 929 or 718 area codes.
