DSN is the Defense Subscriber Network. It is a closed telecommunications network used by the US Military. A commercial phone number is number used by POTS (Plain Old Telephone System).
To dial a mobile phone when it is overseas, dial exactly the same number you would if that mobile phone were at home.
The Defense Switched Network (DSN) is the internal telephone network for the United States military. A DSN number has the same structure and appearance as a regular U.S. phone number; for example, the DSN operator can be reached on DSN 312-560-1110. However, the area codes and prefixes do not correspond to numbers on the public telephone network, although the last four digits are often the same. You can only dial a DSN number from a telephone at a U.S. Department of Defense facility, including military bases and other facilities, or certain other U.S. government facilities. The commercial (PSTN) number for the DSN operator is +1 719 567 1110. DSN area code 312 covers the entire Continental United States, including regular area code 336 in North Carolina. However, the DISA DSN directory does not include any DSN numbers with public phone numbers in area code 336, and there is no DSN area code 336.
The first thing you need is a DSN phone with international DSN capability. Most DSN phones only call withing the current theater (in your case, Pacific). Check with your unit's Telephone Control Officer to identify an international DSN phone. The DSN prefix for Europe is 314. If you want to call someone in USAFE, you dial 314-XXX-XXX (where XXX-XXXX is the listed DSN number).
