A phone call because it is a voice so people can prove it was you wheras somebody else could have sent a text message from your phone.

Most likely you received a call or text from a phone where someone is incarcurated,and they can not take incoming calls when you tried to call the number back. Were you calling a number of someone you knew,or that you were familiar with? Or were you responding to a message left on your phone,or a text?
No, it does not cost to send a message. If you want to call a cell phone or home phone you have to pay. On the page it says video call or just call you don't have to pay for those. At the beginning you get one free call to a cell or home phone, but that's it. yes this person is absolutely correct.

I*225# and press call. When you press call it should say "Thank you, Your request is being processed.A message will be sent to your phone." but it depends on your phone. You may get a different message saying , you will receive a text message stating the amount or whatever. You shall get a text message so the last payment you had paid and the upcoming amount you must pay
