Flagged questions are ones that we need to improve. So, if you see something that is flagged and you want to work on it, check and see what it was flagged for, and then fix whatever it is. If you don't know, then run through the major things... check the spelling, check to see if it was copied and pasted from another site, check to make sure it isn't just spam or vandalism, or just a wrong answer.
For the most part your competition can flag you. If not, you will be flag by the mechanism provided by Craigslist anti spam filters.
