A CFL is a Compact Florescent Lamp. Compact florescent lamps are more complex than a traditional lightbulb, and the circuits inside the CFL create electrical "noise" in that can affect other devices.
The choke is a coil or inductor that is designed to filter out the noise to reduce it's interference with other devices.
