The "Popularity: 103" under the specific question to which you are referring means that no fewer than 103 people have given the thumbs up to that specific question: they consider it an interesting/worthy question, etc. The higher the popularity rating of a question, the higher up it appears in the list of questions of that specific category, and the greater the chance it has of being answered.

If there is a specific question you want to delete you can click on the question then in the blue box on the left under "Question Tools" at the very bottom there is the "Trash" button. If you are wanting to delete an answer you can click on the question, then click on "Improve answer" or "Add Answer" and delete the content.

Yes, IF you click on "Watch Question" which is under the answer box to a question, or on the word "Watch" which is in the blue box to the left of each question, then you can get an email telling you if your question has been answered, but only if you are a registered member, so WikiAnswers will have somewhere to send the email.
