The "Popularity: 103" under the specific question to which you are referring means that no fewer than 103 people have given the thumbs up to that specific question: they consider it an interesting/worthy question, etc. The higher the popularity rating of a question, the higher up it appears in the list of questions of that specific category, and the greater the chance it has of being answered.

Since WikiAnswers is a Wiki, the authors of WikiAnswers are the community. Users from all over the globe contribute questions, answers, and other necessary clean-up to WikiAnswers whether registered or anonymous. In other words, there are millions of editors and authors on WikiAnswers who contribute daily. There is no single editor or author of the questions and answers on WikiAnswers; you could say that WikiAnswers is "authored" by its community of visitors.
