That depends on what portion of the number you gave is your international dialing prefix.

If your international dialing prefix is 00, then you're asking about telephone country code +1, which is North America (USA, Canada, etc.), and an area code beginning with 51. You need one more digit to narrow down the location, although all nine possibilities are in either the USA or Canada.

If your international dialing prefix is 001, then you're asking about telephone country code +51, which is Peru.

If your international dialing prefix is 0015, then again you're asking about telephone country code +1 for North America.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
