The calling code 00151 is assigned to Peru. Calling codes are assigned by the International Telecommunication Union (ITU) to each country or region, and they are used to dial international phone numbers. In this case, dialing 00151 would connect you to a phone number in Peru.

'00' isn't part of the country code, it is a commonly used international access prefix. Country code +1 is North America (USA, Canada, etc.), and area code +1 651 is St. Paul, Minnesota, USA.

Telephone country codes never begin with zero.

Country code +1, dialed as 00 1 from many places, is North America (USA, Canada, etc.), and area code +1 650 is in California, serving the area between San Francisco and San Jose.

Country code +65, dialed as 001 65 from many places, is Singapore, but there are no valid numbers beginning with +65 0.

To avoid confusion, it is best to write an international telephone number in correct international format, beginning with the plus symbol and the correct telephone country code (e.g., +1 or +65), omitting any dialing prefix.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)

Two possibilities:

00 = commonly used international access prefix, not part of the country code

+1 = country code for North America (USA, Canada, etc.)

646 = area code for Manhattan, New York City, USA

001 = less common international access prefix

+64 = country code for New Zealand

6 = area code for New Plymouth and southern/eastern North Island

Because of the ambiguity caused by different international access prefixes around the world, it is best to quote an international telephone number without the access prefix, beginning with just the country code, prefixed only with a plus sign.

That depends on what portion of the number you gave is your international dialing prefix.

If your international dialing prefix is 00, then you're asking about telephone country code +1, which is North America (USA, Canada, etc.), and an area code beginning with 51. You need one more digit to narrow down the location, although all nine possibilities are in either the USA or Canada.

If your international dialing prefix is 001, then you're asking about telephone country code +51, which is Peru.

If your international dialing prefix is 0015, then again you're asking about telephone country code +1 for North America.
