The answer depends upon which tradition or system you want to rely upon. In the traditional modern Tarot deck, the Temperance card has no animal upon it. The card is meant to portray the ideal of "temperance," one of the four virtues important to the Greeks.
The Temperance card shows an angelic human-like figure pouring water between two goblets; symbolizing balance, even-handedness, and self-restraint, on a spiritual level. (The next card, the Devil, shows these same traits on a physical level.)
In Christian tradition, the animal which symbolizes an even temperament is the elephant. The elephant is also identified with with wisdom (Hindu), and patience (Buddhist). Christianity also notes that elephants trammel snakes beneath their feet, and so some Christians take the elephant to be a symbol of Christ putting his foot upon the serpent, Satan.
