2:THIS IS WHAT I DID..FIRST,RESTORE THE IPHONE,THEN WHEN IT IS DONE,YOUR IPHONE SHOULD TURN ON IN A NEW HOME SCREEN...GO TO SETTINGS,GENERAL,AUTO-LOCK,AND SET IT TO 'NEVER' .. THAT WAY,YOUR IPHONE WILL NEVER TURN OFF! LOL.. BUT THAT WILL RUN THE BATTERY OUT FAST..
The power button is on top of the iPhone 4. You hold down the button to either turn the phone on or off.
Yes just hold the sleep button and it should come up with something like slide to turn off

Soft reset your iPhone (turn off and turn back on) If that doesnt work try hard reseting you iPhone (hold down sleep/wake button and home button until the apple logo apears- don't worry it doesn't affect your apps/music) If that doesn't work restart your computer. If that doesn't work then download the latest version of itunes.
