It's not illegal, no. However YouTube does have strict rules about using their community to earn money.
YouTube does not allow corporations or businesses to use their community for nothing other than commercial advertising. The videos need to add value to an entertainment or educational community, which is what YouTube is.
YouTube does have an earnings program where YouTubers can choose to monetise their videos by allowing YouTube to place adverts on them. However the videos must be 100% the user's own content or creative commons content. That includes music and images.
