Depends on which definition of assault rifle you go by - the so-called "civilian assault rifles" defined by BATFE and state law, or the true definition of an assault rifle.
An assault rifle, by it's true definition, is a selective fire weapon, which uses an intermediate cartridge, and is typically intended for engagements of 300 metres or less. The Mini 14 meets the intermediate cartridge, moderate range criteria, but lacks the selective fire capabilities. However, there is a select fire version - the AC-556 - which does fit the criteria of a true assault weapon.
As for so-called "civilian assault weapons", the BATFE defines them as being a detachable magazine firearm with two or more of the following features:
California, however, has had such a law on the books since before the 94 Clinton ban, and their criteria is that a rifle be absolutely featureless. The California ban also includes vertical fore grips.
So, a Mini 14 with two features - such as a flash suppressor and bayonet lug - would meet the definition as applied by the BATFE. A Mini 14 with just one of those features wouldn't be considered an assault rifle under BATFE law, but would be under California state law.
