There is no "Average Price" that can be given. Most of the cost of piping a house is the labor, not the materials. Since labor rates vary greatly, you would need an estimate from a Plumbing company that services you area. You should be able to find more than one plumbing company that will come and give you a FREEestimate. There should be no need to pay for an estimate, think of it as them bidding for the job. If they want to charge for an estimate, it's usually is a sign that they rarely get an estimate accepted, and there is probably a reason for that. I have worked as a plumber, and free residential estimates are normal in most places.
There are too many variables for an accurate answer to this question. A typical copper repipe will run between $300-$600 for each water line being replaced in the Los Angeles area.... so a kitchen sink has a hot and cold water line and would typically cost between $600-$1200 to replace with copper.

Yes, it is common to have an alarm company charge an installation fee. This requires wiring and is alot of work. Monitoring is generally $30 a month. Occasionally you will find free installation offers but not often.
